Governing Policies and Bylaws

You may download the complete Board Governing Policies Manual of Curry Health District, the Board of Directors Bylaws, and the Board-Management Compact adopted in January 2021. These documents reflect the new "Governance by Policy" model of governance adopted and designed to empower the Board to fulfill their obligation of accountability for the organization. The model enables the Board to focus on the larger issues, to delegate with clarity, to control management's job without intrusion, to rigorously evaluate the accomplishment of the organization; and to effectively lead the organization.

Background and Members

Curry Health District (DBA Curry Health Network) was established by election on September 20, 1983, and fosters healthy communities with compassionate, quality health care.

Major duties of the Board include setting policy; selecting, directing and supporting the Chief Executive Officer, reviewing his/her performance; providing long-term direction and planning by updating the District strategic plan; engaging in the review and approval of the annual District budget; and assisting in District compliance with all applicable laws and regulations governing critical access hospitals and health districts.


Maarten Van Otterloo, Chair


Appointed to the Board in July 2020 to fill the remaining one-year term of Position # 4 on the board and elected for a 4-year term in 2021, Maarty Van Otterloo has am MBA from Harvard Business School, has over 25 years of banking and advisory experience, is well versed in contract law. He is active in the community, serving as a volunteer emergency medical responder on the Pistol River Fire District department, is Vice President of the South Coast Beekeepers Association, and is preparing to become a director of the CCD Business Development Corporation. Mr. Van Otterloo's stated objective for joining the board of directors is to make a meaningful contribution to Curry County.

Karen Kennedy, Vice Chair


Karen was elected in the Spring of 2015 and took the oath of office for a four-year term as a Board member on July 1, 2015. She was subsequently re-elected to a four year term beginning July 1, 2019. Karen's experience in health care administration includes serving for eight years as Director of Human Resources for Curry Health Network, and also for a period of time was the Materials (Purchasing) Manager. She is currently the Principal Broker and owner of ReMax Ultimate Coastal Properties, a real estate firm that specializes in properties on the Southern Oregon coast. Her background in non-profit and for-profit sectors gives her insight into balancing best business practices with the benefits of giving back to the community. She serves on the board's People/Service Committee.



Joel Hensley, Secretary


Joel was elected to the Board for a 4 year term and took the oath of office on July 1, 2021. Hensley is a Lieutenant and Jail Commander for the Curry County Sheriff's Office and is a county resident of more than 25 years. Hensley wants to apply the skills he has learned during 22 years of law enforcement while raising a family and being an integral part of the community to provide direction and problem solve in connection with issues that may interfere with quality, comprehensive health care.

Hensley welcomes the opportunity to give back to the community, and to help continue the upward growth of Curry Health District to held strengthen and stabilize health care as one of the pillars of a strong and successful community.



Bryan Grummon, Treasurer


Elected to the Board for a 4-year term beginning July 1, 2019, Bryan Grummon brings over 45 years of senior management and board experience in such companies as Zenith Corp., ITT, MicroOffice Systems, Digital Sound, Aptec, Gemstone, Chilisoft, and Xtime. Grummon has managed companies through all phases of growth through IPO or sale and employee size (10-2,000), and looks forward to the rapid growth of Curry Health Network in a developing and evolving market. He currently serves on the board of Southwestern Oregon Workforce Investment Board, and holds a Bachelor of Science in Electrical Engineering from the Illinois Institute of Technology. He is a member of the Board's Quality and Growth Committees.

Derral Hawthorne, PA, Board Member


Hawthorne, a Physician Assistant with North Bend Medical Center and Curry County resident since 2019, was elected to the Curry Health District Board of Directors for a 4 year term and took the oath of office on July 1, 2021.

Derral believes his intimate understanding of the difficulties experienced in healthcare in our area combined with a very good working relationship with CHN and the issues it faces that should be addressed to improve access to and quality of health care for the residents and taxpayers of Curry County are what fueled his desire to serve.

Hawthorne says he is an extension of the public, accountable to those residents and will find ways to communicate the decisions made by the board for those who are interested.
